This is the appendix where the pack is held to account. Every other chapter makes claims; this one files them. The discipline is simple and it never bends: a claim that travels out of this building is one of exactly three kinds. A Live claim is something demonstrable today — you can open it, run it, watch it work. A Measured claim is a result expressed as a percentage, because percentages travel honestly where absolute numbers would mislead. A Direction claim is a statement about where the work is heading, framed plainly as direction and never dressed as an accomplishment. The Sanitization Charter sits above all three, and the rule beneath them is the subject of the final note on this page.
The table below files the load-bearing claims used across the pack. The middle column states the kind. The third column states the discipline — how the claim was checked, or how a tempting overstatement was softened back into something true.

Why three kinds and no fourth
The three kinds are exhaustive on purpose. A claim that is true today is Live and we will show it to you. A claim that resolved into a number is Measured and we will give you the percentage, never a flattering absolute. A claim about the future is Direction and we will say the word. There is no fourth category for the thing that sounds good but cannot be placed in any of the three — and that is the whole point of keeping the ledger.
We would rather show a true small number than dress a hope as an outcome.
